A non-locking pen knife with a blade no longer than 3 inches is allowed to be carried in public in the UK, provided it is not used in a threatening way. There are severe penalties for carrying other types of knife in public in the UK, except where there is a good reason for having the knife. Lock knives are treated the same way as fixed blade knives in the eyes of the law in the UK, preventing even small lock knives being legally carried in public.
